I would like to start procedures to file a complaint against Canada for violation of human rights treaties;
The human rights violation that I wished to address is linked to police organizations refusing to accept criminal complaints because they involve other law enforcement members and refusing criminal complaints based on a disability, which is discrimination;
The Quebec Human Rights Commission failure to address this issue and dismissing it, which is a violation of human rights treaties by Canada;
Other human rights issues are also involved that concern modern countries, homelessness, and cancer;
I am the creator of Psychological Harassment Information Association;

Powerful forces have an interest in preventing and destroying the research on this website and the human rights violations they expose;
Notably medical knowledge used to harm people through workplace psychological harassment and criminal harassment networks, such as a macromineral depletion strategy;
Different mob or mobbing strategies of eliminating and draining a person's means of subsistence, such as through workplace psychological harassment;
I am under current attack through microwave technology, radar, since September 2010 that is linked to preventing exposure, isolation, homelessness, and cancer;
I am currently being assassinated by cancer causing microwave radar technologies;
And I request immediate intervention;
As of February 21, 2011 I am also attacked through false allegations linked to a research article and the seizure of my computers;
The seizure of computers that can be used to make me vulnerable to other allegations;
These microwave technology attacks are linked to a pattern and come after high levels of sleep deprivation and a macromineral depletion strategy over a long period of time, low income and low income apartments, putting someone on a cancer clock before false allegations or criminal allegations, making a person vulnerable to hostile medical community members, and the following;
Mobbing Research: Coercive Mob Tactics, Modern Countries, Homelessness, Cancer
1. One mob or mobbing tactic in modern countries is to systematically eliminate a person's means of subsistence and finances to make them vulnerable to homelessness and coercion;
2. Another mobbing coercion tactic in modern countries is to use microwave radar technology and aim it at a person's apartment or home, which is linked to radiation sensitive cancer and leukemia;
3. Cancer makes the victims vulnerable to medical community coercion and traps them in their countries;
Q. Do you know why human rights organizations ignore this issue in modern countries?
Q. Do you believe this issue is not addressed because as the mob claims, they "clean" the crimes committed by law enforcement members or organizations?
The mob links the use of homelessness and cancer to "turning over" or turning people over, which is linked to subjugation, a form of slavery or continued mobbing.

Do you believe that the systematic elimination of a person's means of subsistence and these forms of technology attack can be linked to the psychiatrists Marie-France Hirigoyen's description of systematically destabilizing victims so that they lash-out in anger or frustration aka hitting back, and rage shooting or rampages?
Mobbing Research: Mobbing and "Cleaning" Definitions
- Mobbing is a term created by a German born Swedish psychiatrist called Heinz Laymann, the founder of Mobbing research.
- "Cleaning" from what I understand from participants in criminal harassment or mobbing means pushing a person to homelessness or causing their death through illness such as cancer to prevent exposure.
And to "clean" any crimes committed by law enforcement members, witnesses and documents etc.
People that have been pushed to homelessness usually lose everything, including documents and don't have access to the legal system.

- Workplace psychological harassment is used to eliminate a person's means of subsistence and the mob attacks the finances of victims through corruption and crime.
- Mobbing in modern society can involve people uniting, the mob, to attack the psychological integrity of a victim to prevent exposure of crimes committed against them through criminal harassment and technology.
Mobbing Research: Cancer Clock Strategy
A Mobbing in Modern Society pattern or strategy.
Using a low income apartment assassination method of placing portable x-ray units under the sleeping area floor of a victim linked to lung cancer, which puts victims on a cancer clock, before attempting to blast them out to homelessness through radar and before warfare through false allegations, smear campaigns, or framing victims to incarcerate them.
Contaminate the victim with asbestos to hide the method and cause of cancer.
This microwave radar technology attack comes after and these following events;
1] I had attempted to file criminal complaints that involve other law enforcement members at the local Laval Police dept.;
[2] Filed a complaint with the Quebec Police Ethics Commissioner;
[3] Filed a human rights complaint with the Quebec Human Rights Commission for refusing to accept these criminal complaints;
[4] Filed a complaint with the Minister of Public Security;
[5] Filed a complaint with my elected member of parliament for the Quebec Humans Rights Commission dismissing this complaint, a last step before attempting to address the issue at the International level for violation of human rights treaties by Canada;
[6] Attacked at my Laval apartment through microwave technology;
[7] And blasted out of my apartment through microwave radar technology;
[8] While I attempted to scan documents to safe guard them online;
[9] No response from Ministers or my elected member of Parliament Guy Oulette;
Here is a chronological order of events;
1985, ----, --; At a swimming meet somewhere in Quebec, by the poolside after eating at McDonald’s, Stephan Hardy, the twin brother of Celine Hardy, was instructed by someone with psychological warfare knowledge to stand behind me and say “you are going to suffer”, and at a later time at the same poolside location repeated while standing in the area behind me with a Surete du Quebec officer “he’s getting closer, he’s backing off, he’s getting closer, he’s backing off”;
Earlier at our sleeping location in a school class room before going to McDonald’s for breakfast and the swimming pool for the swimming meet, I believe I saw Celine Hardy carried out on a stretcher by ambulance technicians, and I saw Dave Dumont an RCMP member at that time out of uniform who was also an official of our swim club give Mrs Bedard instructions and a motion to stay put, in later years I discovered from Nancy Bedard that her mother had died of cancer;
After this swimming meet and back at our own swimming pool in Laval Anne Mercure, the daughter of Yves Mercure the President of the Laval Swimming Club, said while sitting down with other swimmers but looking at me "something is wrong with Celine's brain and it isn't healing" - Anne Mercure
1993, ----, --; Eric Blouin, a former swimmer that was also present the day of the event in 1985 tells me of the Christmas reunion party for the Laval Swim Club, I had not received an invitation and I went with him, I saw and spoke to Stephan Hardy and asked him where his sister was, he said his sister could not come to the Christmas party;
1996, ----, --; I was the victim of workplace psychological harassment, there were no provisions for victims of workplace psychological harassment at that time and a new law by the Canadian government restricted payment of employment insurance benefits if an employee left his employment;
Burnout, depression, psychosis, ideas of persecution and paranoia,
1998, ----, --; At around 1996-1998 I was the victim of a criminal harassment network;
- "The mob is stuck, the mob is stuck, you have no future, your future is in the garbage, kill yourself, hang yourself, you're eating garbage, the homeless are in the anus, you're in the anus" - criminal harassment participants aka mobbing participants;
The resulting events and criminal harassment resulted in a stay at the Montreal Sacre-Coeur Hospital, the Albert Prevost Psychiatric ward where I heard the following “hells angel or bandito, you have to choose.", "homosexual or pedophile, you have to choose.", and after during a first interview with a psychiatrist called Dr Dumont, Dr Dumont said “where's your entourage?”, “he sees us coming" and laughed while looking at a nurse;
I heard the following as well during a stay at the Montreal Sacre-Coeur Hospital, the Albert Prevost Psychiatric ward, "we are here for your welfare" "you're a smoker" "you have tumors" “you are going to suffer”;
During this period of time I heard through sound technology, when I was first attacked through sound technology at my home “Run! you killed Celine Hardy” and around this period of time I also began to hear Stephan Hardy’s voice;
The criminal harassment network participants and the sound technology were used to lead me to the conclusion that I had caused the death of Celine Hardy;
When I was outside my home late at night, a Laval Police officer stopped, spoke to me and requested an ambulance, in the ambulance on the way to the same psychiatric ward I heard the ambulance driver say in his speaker phone “you shit Hardy”, the french expression “t’as chiez Hardy”;
The criminal harassment participants aka mobbing participants and the sound technology used is linked to an assassination attempt through psychological manipulation, ideation, and suicide factors that I attempt to document and expose through research, here are some of the psychological components of this psychological manipulation;
Burnout, depression, purposelessness, inducing the belief or view on reality that I have no future and will become homeless linked to the death of Celine Hardy by the criminal harassment network, that everyone hate me, which is linked to rejection or emotional abuse by this criminal harassment network, isolation, participants and sound technology used for repetition or repetitive suggestion such as “hang yourself” “just hang yourself”, to induce stress and the belief that I am trapped, which is a suicide factor “who told you” “do you feel trapped”, the belief that I am being framed, the voice of Stephan Hardy was used as a psychological weapon to induce guilty and grief, which are also suicide factors, to bring down;
Psychological manipulation that I link to steps or motion towards a suicide attempt, “make plans” through sound technology, “call Denis” my uncle a former Surete du Quebec officer with the idea that it would less painful for my parents if he was the one to find me first, and a resulting hanging attempt;
One repetitive phrase linked to a common french word “tu” used by participants is “tu, tu, tu toi”, which is a play of words for “ tue, tue, tue toi”, which means “kill, kill, kill yourself” linked to rejection and suggestion;
2003, October, 20; I created the website Psychological Harassment Information Association;
2003, November, 26, and 2004, May, 13; I was led to the conclusion that I had caused the death of Celine, the twin sister of Stephan Hardy, by a criminal harassment network and reported this fact to the Surete du Quebec, Celine Hardy was found alive and Stephan Hardy ceased to exist, and I was charged with criminal mischief in-spite of the fact the Surete du Quebec Homicide Inspector Manon Descoteaux knew that I was under the care of a psychiatrist Dr. Rene Acade;
I found myself in a position of having to prove that I had caused the death of Celine Hardy, that she was in fact deceased, in order to be found not guilty of criminal mischief resulting in a criminal record;
I worked for computer science corporation at that time, a big outsourcing IT corporation as technical support, a customer support agent, that required a prerequisite of no criminal record, a criminal record could have resulted in the loss of my employment and possibly the loss of my disability benefits insurance;
Dr. Rene Acade wrote a letter that my lawyer presented to the judge, which ended the criminal proceeding immediately, was found not guilty, and release under the care of a tribunal for people with a psychiatric history;
2007, ----, --; Start of high levels of sleep deprivation, almost no sleep for a month, through sound technology followed by a regime or average of 4 hours or less per night;
2007, ----, --; Dr. Rene Acade dies of a heart attack, his assistant Celine has a terrified look instead of sadness, which makes me suspicious linked to the technologies that I have personally experienced;
The high levels of sleep deprivation are combined with the criminal harassment network participants that attempt to induce stress and adrenaline through provocation, which leads to acid-base imbalance and the depletion of macrominerals, and prevents repair and recovery linked to premature aging;
The high levels of sleep deprivation lowers hormones linked to voice fluctuations interpreted as fear similar to the interpretation that visible signs of adrenaline from provocation is fear, the interpretation of fear being used to attack a person’s honor and repetitive humiliation;
The sound technology is used for criminal harassment, threats, views on reality, interpretations;
Sounds of fear and verbal vibrations from this sound technology are used the way interpretation of fear and humiliation are used to isolate a person, verbal vibrations being linked to adrenaline and fear, fear used to humiliate the victim, in attempts to prevent phone call discussion;
2008, ----, --; Several complaints against medical community members that claim that high levels of stress and sleep deprivation have no effects on muscles or the body, which includes a general MD, a Hospital Emergency MD, a psychiatrist, and a cardiologist that claims these have no effect on the heart; and the replacing psychiatrist who during a discussion when she stated “t’as chiez tause” aka “you shit a cup”, which is a french expression from Gaspe Quebec that means you had a lot of grief, to which I replied that it reminds me of the expression participants use “t’as chiez Hardy” aka “you shit Hardy”, she later claimed she did not know this express and did not use it, and used her position to attack my psychological integrity as stated in the lawsuit;
Several complaints to the Hospital Examiners in question that are dismissed without explanation or that use the words “it is a question of medical opinion”;
Several complaints to the College des Medcine du Quebec, the complaints are dismissed without explanation by the College des Medecine du Quebec, a letter response from the President of the College du Medecine du Quebec for which I requested some form of explanation claims “they were clear”;
This letter document that states “they were clear” along with another from a hospital examiner that stated in a phone call “only something like kidney failure can cause acid-base disorders” and in a letter stated “To my knowledge there is no link between high levels of stress and sleep deprivation and PH Imbalance or acidosis”, have disappeared or attempts were made to make them disappear, copies remain in faxes, and one copy was found, scanned, and placed online along with others, which is during the period of time I started getting attacked by microwave radar technology in September 2010;
I believe this statement in the letter “To my knowledge there is no link between high levels of stress and sleep deprivation and PH Imbalance or acidosis” is linked to the use of medical knowledge, a macromineral depletion strategy that involves the use of acid-base imbalance by workplace psychological harassment and criminal harassment networks;
The low income apartment, wooden floors instead of cement floors, microwave technology attack at my apartment in 2010, which is linked to radiation sensitive cancers and using cancer as a weapon for its invisibility to get rid of people, to make a person suffer, to set examples, to make people vulnerable to the medical community and coercion tactics by this criminal harassment network, is linked to the use of the medical community by organized crime;
Homelessness is used in a similar fashion, which means that homelessness, cancer, and the medical community are being used by organized crime in modern wealthy countries for their invisibility;
The Quebec legal system and laws protect the medical examiners included in civil lawsuits, which removes most of the proof linked to their actions to protect the doctors involved in the complaint in the lawsuit preliminary proceedings and before any testimony or other proceedings can begin a large sum of money is demanded to pay other doctors to look at the medical files in question and claim that they are in order;
2009, February, 9; Someone identifying himself as a member of the RCMP from Edmonton Alberta Canada called and spoke to Thomas Hunt, Danny Hunt’s father, and stated the following; “is he dangerous” “could he kill a person” “his behavior is not normal”;
2009, March, 1; Alcohol test and speeding ticket from the Ville de Repentigy Police dept. that I believe was a fishing expedition with the alcohol test linked to a criminal record and smear campaign;
On November 25, 2009; The prosecutor and documents from the police officer in question claim the speeding violation was taken by radar, I question the radar, the court Judge claims “obviously this was not by radar, I dismiss that evidence and find you guilty”;
The speeding violation is linked to a smear campaign too, but I see the links more towards draining my finances similar to the past and future criminal accusations, to reduced mobility, which is also linked to isolation and increase vulnerability to the technologies in use, the sound and microwave technologies;
The later seizure of my new laptop on February 21, 2011 by the Laval Police without warrant through false allegations is also linked to isolation and the ability of being mobile and less vulnerable to these technologies;
2009, March, 4; I filed a complaint with the RCMP regarding this phone call;
2009, April, 15; I filed a complaint CV1109280714 against two members of the RCMP, Tim Caron and Luc Poulin, regarding the handling of this complaint;
Sergeant Julien Couture RCMP Professional Standards Unit investigation concludes no member of the RCMP called my home;
2009, July, 20; I filed a criminal complaint against Dave Dumont a former RCMP member for conspiring against a minor and person, me, Danny Hunt, at around 1985 with the Laval Police dept. PDQ 5;
Complaint refused and I’m asked to speak to a social worker with psycho-social, with links to psychiatry, Martin Metivier;
I speak to Martin Metivier and tell him about my website and the documentation I provided to the Laval Police dept.;
2009, December, 15; I was told I could not submit a criminal complaint for someone calling my home and impersonating an RCMP officer until I spoke to Martin Metivier of Psyco-Social, a social worker with links to psychiatry by Sgt. Vanelli and two other members of the Laval Police dept., Agent Tardif and Valesquez or Avalez, at Laval Police PDQ 3;
Sgt. Vanelli stated to agent Tardif and Avalez “it’s because he is new”;
2009, December, 15; I spoke to Rejean Simard the assistant director of the Laval Police dept. who claimed the Laval Police dept. would be pleased to accept any criminal complaint, and that he had received the information packages from Psychological Harassment Information Association and appreciated them;
2010, January, 5; I filed a complaint with the Quebec Police Ethics against Laval Police Sgt. Vanelli or Fanelli for refusing to accept my complaint because it involved other law enforcement members and for requesting that I speak to a social worker with links to psychiatry;
2010, April, 22; I sent a fax regarding a SPVM, Service de Police Ville de Montreal, criminal report filed on March 24, 2009 regarding criminal harassment at a workplace that involved degrading themes, and that involved the use of an abbreviation SUS, that when read by a victim of degrading themes can sound like suse aka suck;
The website Psychological Harassment Information Association is also mentioned in this fax;
2010, September, --; At around September I was attacked at my apartment with powerful microwave radar technology during a period of time I was attempting to prepare files and scanning them to save them online, some specific important documents had disappeared;
2010, October, --; At around October I started staying at my parents house due to these powerful radar microwave attacks and left my belongings at my apartment, I was also attacked at this house but the house provided a better dependable space combined with the lead panels that I had constructed to protect my self with;
A van was also purchased, that was said to be inspected in advertising and the sales person but delivered full of defects for which I filed a complaint with the Quebec consumers office, that I also used to sleep in to escape these attacks;
2010, December, 1; I sent an email with 14 documents and issues I wished to be address and referred to DVDs that contained documents sent several weeks ago;
Among these documents and request is the demand for an explanation regarding the disappearance of people in Quebec such as Stephan Hardy and Dave Dumont, the restriction of police services and protection by the Laval Police dept., refusing to accept two criminal complaints because they involve other law enforcement members and a human rights violation, to address the a video of a beeping sound at the Palais de Justice Laval court, a beeping sound that no one knows its origins similar to the sound technology and beeping sounds used for sleep deprivation, and to address the Ville de Repentigny issue of a possible speeding ticket being fabricated, being found guilty of this infraction, and the fact that this kind of possibility can harm the reputation of Police members and organizations;

The following is from the email sent to the Ministers;
“1) Following a discussion with the Ministry of Justice that indicated it might take several weeks
for these documents and issues to be addressed, I would like the Minister and Ministry of
Public Safety and Justice to immediately address the issue of my Laval Police Services being
restricted linked to refusing complaints and asking me to speak to social workers.
This is linked to the other request document to the Minister and Ministry regarding the Laval
Police dept. refusing two criminal complaints that involved the RCMP and requesting that I
speak to a social worker. One that involved Dave Dumont a former RCMP member and the
second someone impersonating an RCMP member and calling my home.
As I mentioned to the Quebec Police deontology I believe this restriction is a violation of my
human rights.”
2010, December, 6; Complaint to my elected member of Parliament Guy Oulette regarding the Quebec Human Rights Commission dismissal of my complaint regarding the Police refusing a criminal complaint because it involves other police members, the restriction of police services and protection, and discrimination or the use of a disability/handicap to justify requesting I speak to social workers with links to psychiatry; Laval psycho-social;
The Quebec Human Rights Commission dismisses the complaints of human rights violations and suggest pursuing with contacts with these law enforcement organizations and pursuing with contacts can result in charges of criminal mischief;
From experience I have witnessed two reactions when criminal complaints involve other law enforcement members, charges of criminal mischief and demands that I speak with social workers with links to psychiatry;
2011, February, 21; Facebook Mobbing Research post for discussion linked to Marc Lepine and CNN iReports post of facebook Mobbing Research video;
2011, February, 21; Placed under arrest for “uttering threats on facebook towards women” linked to a paragraph taken out of context from the Mobbing Research discussion post on facebook, LVL-110221-041;
One desktop computer, one laptop, and two hard disks along with a hard drive docking unit were taken with out warrant;
I had transferred all of the data from external hard drives to these two hard drives in previous days before the arrest, these external drives and other hard drives were not taken without warrant;
2011, February, 23; I am presented a lawyer who claims that I have no choice but to follow his path of 30 more days in prison under psychiatric evaluation, I refused his services and told him I would represent myself and explain this was a Mobbing Research article linked to my website Psychological Harassment Information Association, he returned under the service of my mother and claimed I would be released;
2011, March, 9; Presentation of motion to recover hardware and computers, the prosecutor claims that he did not have time to speak to the Police Inspector;
The judge rules to set the motion in 15 days, which is added by the staff on April 12, 2011 about 34 days.
2011, March, 10; I speak with the prosecutor Me Jonathan Boivin and advise him that the articles and video in question of “uttering threats on facebook towards women” have been provided with the motion, therefor, there is no more need to keep my computers, Me Jonathan Boivin advises that he will speak to the Inspector Emily Bouchard;
2011, March, 10; I call Inspector Emily Bouchard the her voice mail claims she will be gone until March 23, 2011;
2011, March, 12; Complaint to the Quebec Police Ethics for false allegations, false allegation used to seize computers without warrant, a smear campaign linked to the fact the Police criminal system will keep the charge “uttered threats towards women” in their system even if found not guilty, behavior linked to sudden vacations, change in staff, and delay tactics can be linked to corruption, possible motives for wanting my personal information and documents linked to other law enforcement members, and making me vulnerable to more allegations or corruption, a smear campaign, and criminal harassment from the network that I have been documenting;
2011, March, 23; Ispector Emily Bouchard calls me and says she wants me to sign papers and that she has taken into account the articles I gave them;
I returned her call requesting what the papers are for;
2011, March, 25; Inspector Emily Bouchard show up at my house with the papers, I take them and tell her I will look at them;
They are for a firearms restriction and a motion that will be presented in court on April 6, 2011;
Note, my motion was said to be rescheduled on the closest available date or available date for Me Jonathan Boivin;
I called Inspector Emily Bouchard and the prosecutor Me Jonathan Boivin and asked if they still believed the allegations were valid and if they intended to drop the charges;
I believe a strategy is involved, my motion of March 9 that shows that this is an obvious false allegations with supporting evidence of the research articles and video, and more, is rescheduled as for back as possible, which is April 12, Inspector Emily Bouchard suddenly goes on vacation on March 10 when I inform them these articles have been provided; The strategy, after seizing computers through false allegations, even when made aware that the allegations are false and invalid, use a motion for fire arms restriction, which are already included in the court conditions which negates a need or hurry for it, to get a form of validation through the signature of the defendant or from a judge to support the seizure through false allegations; to possibly proceed with what ever other allegations they were looking for to start with;
2011, March, 21; The microwave technology attacks have continued at my parents house and at around mid March the attacks now include a more advanced form of microwave attack, the microwave attacks are aimed directly at my neck and lymph-node area, which continues efforts to assassinate me through microwave technology and the invisibility of cancer, and this more advanced form of the microwave technology attack that I have experienced makes my claim less believable or more unbelievable;
In considering to accept my complaint, I would like the OHCHR to consider the fact that there are powerful forces that would like to prevent and destroy the research I do for my website Psychological Harassment Information Association, which aims to eliminate many human rights violations such as discrimination, sexual harassment, and any incentives for the continued existence of homelessness and cancer in modern wealthy countries.

Complaints Refused and Police Services Restricted:
1) Following a discussion with the Ministry of Justice that indicated it might take several weeks
for these documents and issues to be addressed, I would like the Minister and Ministry of
Public Safety and Justice to immediately address the issue of my Laval Police Services being
restricted linked to refusing complaints and asking me to speak to social workers.
This is linked to the other request document to the Minister and Ministry regarding the Laval
Police dept. refusing two criminal complaints that involved the RCMP and requesting that I
speak to a social worker. One that involved Dave Dumont a former RCMP member and the
second someone impersonating an RCMP member and calling my home.
As I mentioned to the Quebec Police deontology I believe this restriction is a violation of my
human rights.
I would also like the Minister and Ministry to be aware of this document, which involves
workplace psychological harassment and criminal psychological harassment, and a pattern or
different steps linked to organized crime and human rights violations.

Complaint against Quebec Human Rights Commission: Restriction of Police Services
I believe the Quebec Human Rights Commission in Canada actions are a violation of the human rights treaty.
The Quebec Human Rights Commission in Canada dismisses complaints linked to the restriction of Police services and protection, the restriction of Police services and protection being linked to criminal complaints that involve other law enforcement members.
The restriction of Police services and protection combined with the Quebec Human Rights Commission action of dismissing complaints related to this restriction can be linked to corruption.
1) Law enforcement organizations and members who refuse to accept criminal complaints that involve other law enforcement members.
a) Criminal complaint against Dave Dumont a former RCMP member in July 2009.
- The RCMP claim that they do not know Dave Dumont or he has ceased to exist leading to a criminal complaint at the local Laval Police.
- The criminal complaint against Dave Dumont a former RCMP member consists of a crime committed against me when I was a minor, conspiracy against a minor.
- Request that I speak to a social worker with links to psychiatry.
b) Criminal complaint against a person calling and impersonating an RCMP member.
- Some one called and identified himself to my father as an RCMP member from Edmonton.
- Used psychiatry as a threat insinuating that my “behavior was not normal” and asked “could he kill a person”.
- RCMP have no knowledge of who called and a complaint led to the conclusion that no RCMP members were responsible for this call.
- Complaint to the local Laval Police dept. for someone impersonating an RCMP member.
- Request that I speak to a social worker with links to psychiatry.
2) Complaint to the Quebec Police deontology for refusing criminal complaints without a valid reason and requesting that I speak to a social worker, restricting my access to Police services and protection.
- Restricting access to Police services and protection linked to human rights violation.
- Complaint dismissed by Police Quebec deontology.
3) Call to Quebec Human Rights Commission.
- No human rights violation according to Quebec human rights commission.
- Suggest contacting Laval Police dept. again, which can lead to charges of criminal mischief.
4) Observed experience in Police behavior and actions when other law enforcement members are involved in a criminal complaint.
a) Charges of criminal mischief.
- In 2004 I was charged with criminal mischief by the SQ due to the disappearance of Stephan Hardy and linked to the criminal complaint against Dave Dumont in 2009.
- Dave Dumont has also disappeared according to the RCMP.
b) The use of social workers and psychiatry.
- The criminal complaint against Dave Dumont in 2009.
- The criminal complaint against a person impersonating an RCMP member.
Conclusion:
Law enforcement organizations and members refuse criminal complaints that involve other law enforcement members and two procedures can be involved:
- Request to speak to social workers with links to psychiatry.
- Charges of criminal mischief.
The Quebec Human Rights Commission dismisses complaints of human rights violations linked to the restriction of Police services and protection, and suggest pursuing with contacts with these law enforcement organizations which can result in charges of criminal mischief.
- Restrictions or criminal mischief charges.
- Dismissal of human rights violations linked to restrictions.
- Continued restrictions or criminal mischief charges.
I currently do not have access to the Laval Police services and protection given the fact that if someone commits a crime against me, I need to speak to a social worker.

2011: The Day of the Arrest, February 21, 2011
- At around noon I was washing the dishes and my neighbor called, she told me she was not home and that a police officer was hiding in her driveway tempo with a camera telling her son to keep driving by, when I went to look out the window one police officer was almost in plain site in the street, looked at me, and headed out of site near the tempo, so they then knew I was home.
- Someone called, I told them to call back later because I wanted to go find out what was going on, the person identified herself as a police officer and told me the police were there to arrest me and to come out slowly with my hands up.
- A dangerous moment, I stepped outside with my hands up with the phone in my hands and didn't realize that by doing this my cat could escape through the open door, so I gestured to close the door, and the police officers hiding in different locations at my other neighbors house property with their guns aimed at me started to yell not to move, a bad gesture that could have been tragic.
So my life was placed in danger through a false allegation.

Dear Chomedey Laval Member of Elected Parliament Guy Ouellette
During the period of time I awaited your reply to the human rights issues I wished to be addressed by you;
A last step in attempts to resolve the issue before attempting to address the issue on the international level for violation of the human rights treaty by Quebec Canada;
Which involved the restriction of the Laval police services, refusing complaints that involve other members of law enforcement, and using a disability as a justification or vulnerability for refusing them;
The Laval Police dept. took an opportunity to use false allegations on February 21, 2011 to place me under arrest and incarcerate me under the allegation that I had uttered threats towards the female gender;
And my computers were confiscated without warrant;
Now I am vulnerable to more corruption, false allegations, and a smear campaign;
The arrest involved a dangerous event or moment when I gestured to close the door to prevent my cat from escaping, which I view as false allegations that endangered my life;
The lawyer I was presented to defend me had the seemings of a hostile prosecutor who said I had no choice but to follow the path of staying in prison for another 30 days under psychiatric evaluation, combined with facial jestures that seemed to be hostile too;
I would have been vulnerable to hostile prison medical community psychiatrists, to lawyers who have the seemings of hostile prosecutors, and no access to the ability to defend myself or access to documents that I currently have;
With hostile prison psychiatric medical members things can go from bad to worse, with them trying to build up a file to claim that you are dangerous, aggressive, violent, and to fit the false allegations;
Regardless of how obvious this is a false allegation or accusation, the charge, even if found not guilty at a later trial will remain in the police criminal system as "uttered threats towards women";
I see this false allegation as a smear campaign, imagine another arrest under false allegations where a hostile prosecutor claims;
"In 2004 he claimed to have caused the death of a young girl and in 2011 uttered threats towards women, it is very obvious that he is a threat to society and women your honor".
"If any threat exist, it's the possibility that Marc Lepine didn't write his suicide note and also the fact that he seems to know that rage shootings and rampages are linked to eliminating a person's means of subsistence, such as workplace psychological harassment."
"The allegation is that I have threatened the female gender; The research I do aims to eliminate sexual harassment, discrimination, and rage shootings and rampages; The threat and danger is the corruption and smear pattern that I have documented linked to Michael Jackson and Julian Assange, which often involves pedophilia."

This paragraph was simply a parody to illustrate or illuminate an idea, that a possibility exists that Marc Lepine did not write his suicide letter and in his suicide letter Marc Lepine seems to believe that rage shootings and rampages are linked to eliminating a person's means of subsistence, such as workplace psychological harassment;
Workplace psychological harassment and bullying being part of the research I do and identified as being linked to rage shootings and rampages;
The allegation of uttering threats towards women is completely false given the fact that part of the research I do concerns sexual harassment and discrimination;
Another important fact is that the research on this website follows the works and writings of women;
Heinz Laymann is the founder of Mobbing and conducted research in Sweden in the 80's;
Margaret Thaler Singer PH.D conducted research on cults and wrote papers concerning psychological manipulations used to control people and control systems in the 80's;
Marie-France Hirigoyen, author of Le harcèlement moral launched a debate in France in the year 2000, which led to a law;
So a paragraph taken from a research article that is identified as such was taken to file false allegations that I had uttered threats towards women, I was incarcerated, and my computers were taken away without warrant;

When I see rage shootings like Jared Loughner or rampages like this snowplow rampage I wonder if workplace psychological harassment or criminal harassment networks played a role in that tragedy.
Criminal Harassment Networks
Law enforcement organizations still deny the existence of these criminal harassment networks, which are linked to the use of technology to create false views on reality and torture, torture and false views on reality that can be linked to rage or a rampage, a form of hitting back.

In recent years I have distributed information about psychological harassment from the website called Psychological Harassment Information Association to many organizations including the Laval Police dept;
This also includes Christmas website promoting cards for Psychological Harassment Information Association;
More recently I was known by the Laval Police dept. for attempting to file two criminal complaints that are not related, that involve other members of law enforcement, at two different Laval Police dept. stations;
I filed a complaint regarding the refusal to accept one of these complaints to the Quebec Ethics Commissioner;
I filed a human rights complaint to the Quebec Human Rights Commission regarding this event;
I filed a complaint and attempted to address the human rights issue with my elected member of Parliament Guy Oulette, a last step before addressing the issue at the international level for violation of human rights treaties;
I believe these false allegations are part of a smear campaign by the Laval Police dept.;
Even if found not guilty the false allegations will remain in the criminal system as "uttered threats towards women" and can be used in other events or in other allegations;
I believe an attempt was made to incarcerate me for another 30 days through hostile lawyers to make me vulnerable to hostile prison psychiatrists that would attempt to fit the false allegations to a psychological evaluation profile and where I would not have the ability to defend my self such as filing the court motion;
I believe this is a form of attack towards my finances linked to increased spending and legal costs;
I believe this false allegation was used as an opportunity or justification to seize my computers without warrant;
One of my computers, the desktop computer, may have been of interest to the Laval Police dept. because it contains faxes and telephone recordings, which involve law enforcement members;
I believe this was done to make me vulnerable to more false allegations linked to a smear campaign and Police corruption;
I have already documented smear campaigns and this form of attack towards a person's finances in other research articles that involve the use of rape and pedophilia allegations;
Recent events that involve the Inspector Emily Bouchard's sudden absence has convinced me that this may be the case;
Sudden absences, vacations, and change in staff are linked to a pattern of delay tactics and corruption;
On March 10, 2011 at around 1:30pm I was called by inspector Emily Bouchard, I returned her call at around 3:32pm after her departure and left a message;
On March 10, 2011 at around 4:24pm I called Me Jonathan Boivin and discussed the motion and articles of proof that I had included to support it, which are the articles In question with the world wide web urls or links;
Therefor, keeping and searching my computers for a longer period of time was not required;
Me Jonathan Boivin stated that he would need to speak to the inspector Emily Boivin;
On March 10, 2011 at around 4:39pm I called inspector Emily Boivin to leave a message in her voice mail stating that the articles in question and their internet links had been provide;
The voice mail greeting of inspector Emily Bouchard had change to state that she would be absent until March 23, 2011;

I was imprisoned for 3 days and my computers were taken away without warrant because of this article by the Laval Police.
The allegation is that I "uttered threats towards the female gender".
The research I do aims to eliminate sexual harassment, discrimination, rage shootings and rampages, and follows the work or writings of Margaret Thaler Singer PH.D and Marie-France Hirigoyen, Marie-France Hirigoyen who claims that the intent by many abusers is to destabilize victims of emotional abuse so that they lash-out and look aggressive and deranged, which may be linked to "hitting back" aka "lashing out" or rage shootings and rampages.

- A homeless man snowplows a member of the police force.

- The columbine massacre.
I believe that many of these events are linked to workplace psychological harassment, bullying, and criminal harassment or mobbing networks that try to bankrupt or push victims to homelessness, and use sound and microwave technology linked to criminal harassment, intimidation, and cancer.
The sound technology is linked to sleep deprivation, criminal harassment, psychological manipulation, ideation and creating false views on reality through the use of voices, which are linked to hitting back.
The possibility linked to the man who shot several women at a University may not be obvious unless you experience sound technology and psychological manipulation, which is very often linked to honor and humiliation, so imagine the voices of women used for criminal harassment and sleep deprivation or toture with a view on reality that these women are trying to subjugate, enslave, or dominate this person leading to this person hitting back. Recently I was charged with false allegations by the Laval Police dept. of "uttering threats towards women on facebook" linked to a Mobbing Research article, the article has been printed for you;
This false allegation comes after these events;
[1] I had attempted to file criminal complaints that involve other law enforcement members at the local Laval Police dept.;
[2] Filed a complaint with the Quebec Police Ethics Commissioner;
[3] Filed a human rights complaint with the Quebec Human Rights Commission for refusing to accept these criminal complaints;
[4] Filed a complaint with the Minister of Public Security;
[5] Filed a complaint with my elected member of parliament for the Quebec Humans Rights Commission dismissing this complaint, a last step before attempting to address the issue at the International level for violation of human rights treaties by Canada;
[6] Attacked at my Laval apartment through microwave technology;

11.On March 9, 2011, I intended to present a motion to recover my computers that provided these article in question to support my motion, which also happens to be the prosecutors proof;
12.This motion was rescheduled to 15 days, April 12, 2011, to fit the demands of the prosecutor;
13.On March 10, 2011, I informed the prosecutor that the articles provided in support of my motion were also his proof, therefor further confiscation of my computers would not be necessary;

15.I now believe I see a form of strategy along with the possible delay tactics that I noted in the complaint to the Quebec Police Ethics Commissioner on the part of the Laval Police dept., which involves false allegations to seize computers without warrant, rescheduling my motion of March 9, 2011 that provided the proof that this was a research article and also happens to be the prosecutors proof to regain possession of my computers and demonstrate that these are false allegations to April 12, 2011, a sudden departure by the Laval Police detective for vacation on March 10, 2011, followed by her acknowledgement of the articles provided in support of the motion on her return on March 23, 2011 and a motion for fire arms restriction on April 6, 2011 to give the seizure of my computers a form of validation from a Judge, to possibly proceed with what ever other allegations was planned for;

Mobbing Research: Rage shooting and Rampages [hitting back, Marc Lepine]
Hitting Back:
- A man blows up an FBI building.
- A man fly's a plane into a government building.
- A man shoots 4 RCMP members.
- A homeless man snowplows a member of the police force.
- A man shoots a member of government.
- A man shoots 9 people at his workplace.
- A man shoots several women at a university.
- The columbine massacre.
I believe that many of these events are linked to workplace psychological harassment, bullying, and criminal harassment or mobbing networks that try to bankrupt or push victims to homelessness, and use sound and microwave technology linked to criminal harassment, intimidation, and cancer.
The sound technology is linked to sleep deprivation, criminal harassment, psychological manipulation, ideation and creating false views on reality through the use of voices, which are linked to hitting back.
The possibility linked to the man who shot several women at a University may not be obvious unless you experience sound technology and psychological manipulation, which is very often linked to honor and humiliation, so imagine the voices of women used for criminal harassment and sleep deprivation or toture with a view on reality that these women are trying to subjugate, enslave, or dominate this person leading to this person hitting back. The resulting deaths are than used by these same criminal harassment or mobbing networks to advocate gun control, which makes our population more vulnerable to organized crime (them) and subjugation.
Visible and Warning Signs:
Possible visible signs linked to the use of technology are that victims try to escape these technologies by sleeping somewhere else, which is also linked to homelessness, and I believe Jared Loughner exhibited these signs or pattern.
Last Note:
I have been watching the news for several years and it has become more obvious to me the attempts to suppress these events possible links to bullying and workplace psychological harassment.
The events linked to criminal harassment or mobbing networks are not as obvious but also becoming more visible.

Replacing v with the speed of light c works out mathematically but they do not know why, it is based on observation and mathematics.
